Ensure your FPRG file is not corrupted. If the file size is 0 KB, conversion is impossible.

If you force-rename report.fprg to report.pdf , the file's internal code does not change. When you try to open it in Adobe Acrobat or a browser, the PDF reader will scan the first few bytes of the file. It will not find the PDF signature ( %PDF ), and you will get an error: "File format is not supported" or "The file is damaged."
