Unlike MAME, NeoRAGEx relies on the Neo Geo BIOS ( neo-epo.sp1 , neo-po.bin , etc.). A true "Full REPACK" should include the "neogeo.zip" file in the roms directory. If not, you must place a correct BIOS file there.
